Stephen Prendergast
SETB Chairman Stephen Prendergast is a global turnaround and infrastructure engineer who has delivered value on some of the largest projects in the world while managing multi-billion pound budgets.
He has worked with Voith Hydro Far East, Amec and Costain in sectors including oil and gas, power and water.
He has specific experience in ‘Run of River’ power stations in the US and China and building the largest caissons in the world in Mexico.

Brian Morgan OBE
Brian is an experienced economist and currently Professor at Cardiff Metropolitan University. He was previously Chief Economist at the Welsh Development Agency (WDA) and has worked extensively in Whitehall, the European Union and OECD.
His research focuses on the economic impact of infrastructure investment (particularly in renewable energy) and its contribution to regional development. Brian was awarded an OBE in the 2025 King's Birthday Honours for his extensive and outstanding service.

Don Snow
Don is a partner in the Cardiff based Mandix Consultancy. He has considerable professional experience in the field of Energy Policy and Sustainable Urban and Regional Development.
He helped develop the Cardiff Bay Energy Strategy, the Welsh Energy Project for the EC and NRW’s £1.2bn wind farm programme in Wales. He was a founder Board member of Constructing Excellence Wales and its Sustainable Construction champion.

Nigel Goldsworthy
Nigel is an experienced lawyer and C-suite executive. He has over 30 years’ experience advising boards and executive teams in listed and international organisations, including as General Counsel and Company Secretary.
His work has focussed on governance, regulated sectors and complex infrastructure and other asset related projects, supporting long term capital investment and strategic development. At SETB, Nigel supports corporate governance, strategic direction and stakeholder engagement.”

Andy Milner - Amey
Andy Milner is a Chartered Civil Engineer, a Fellow of both the Institution of Civil Engineers and the Institution of Highways and Transportation and has over 30 years of experience in infrastructure development, operation and maintenance.
He is the Chief Executive Officer of Amey, one of the country’s leading infrastructure services companies in the UK and has led the business through a period of transformation that includes international expansion, digital transformation, and UK and international M&A.
Andy is also the Chairman of the Matrix Group, which builds and operates electricity and water networks for developers and end users across the UK.

Ian Laycock FC11
Ian is the Former Managing Director and CEO at ProAktive Risk Group Ltd. An insurance broker specialising in risk management and transfer for SMEs and complex commercial risks.
Ian has recently retired as Regional Director at Clear Insurance Management Ltd.

Will Palmer
After a successful career with Norwich Union, Will went on to establish Ethos, a financial services firm specialising in wealth management for high-net-worth individuals across Yorkshire. Under his leadership, the business managed multi-million-pound investment portfolios before being sold to Radiant in 2023.
With extensive expertise in investment and financial services, Will brings a wealth of knowledge and experience to everything he does.
Outside of his professional achievements, Will is married with three grown-up children and is now looking forward to pursuing his next chapter as a golf professional.

Jon Whiteley FC11
Jon founded ProAktive Risk Group in 1984 at the age of 27. He grew the business to become one of the largest independent risk management groups in the UK. Jon and his co-directors sold the business in 2022 and is now semi-retired.
Along the way, Jon took on roles of Chairman at Business Doncaster and Enterprise Doncaster which worked with the Local Council, College and Chamber to promote and stimulate growth in the region.
Jon was also the Chair of governors at Hill House School, leading the school through substantial restructure, now becoming a highly successful, award-winning educational establishment.
